INVITATION FOR BID

The Housing Authority of the City of Danbury (HACD) will receive sealed bids, in triplicate, for the Project

entitled: Ives Manor – Parking Lot Structure and Deck Repair, until 11:00AM on 26th of June 2024,

at the HACD Administrative Building, located at 2 Mill Ridge Road, Danbury, CT.

Bids will be received for furnishing all labor, materials, tools and equipment necessary to construct, equip

and finish the above project, in accordance with the documents.

A non-mandatory pre-bid conference will be held at the project site(s). Prospective bidders are asked to

meet at 198 Main Street, Danbury, Connecticut at 10:00 AM on 12th of June 2024. All prospective

bidders are invited and encouraged to attend. Any questions that arise after the pre-bid conference shall be

addressed to the architect in writing. The last day for questions is 8 days prior to bid opening.

Lot Structure and Deck Repair beginning on 5th of June 2024.

A satisfactory Bid Guarantee (Over $25K ONLY) in an amount equal to a minimum of five percent (5%)

of the Base Bid shall be submitted with each bid. If the Bid Guarantee is in the form of a Bid Bond, the Bid

Bond shall be made payable to the Housing Authority of the City of Danbury and shall be properly executed

by the Bidder and Acceptable Sureties. Individual sureties shall not be considered. U.S. Treasury Circular

No. 570, published annually in the Federal Register, lists companies approved to act as surety on bonds

securing Government contracts, the maximum underwriting limits on each contract bonded and the States

in which each company is licensed to do business. Use of this Circular is mandatory.

The successful Bidder will be required to furnish and pay for a Performance and Payment Bond (Over

$100K ONLY), in the amount of 100% of the Contract Amount, or a 20% cash escrow or a 25% irrevocable

letter of credit, in the form included in the Project Specifications. Surety companies providing performance

and payment bond(s) must be licensed to do business in Connecticut and be approved as sureties on

Government contracts pursuant to U.S. Treasury Circular No. 570, published annually in the Federal

Register.

The Contractor shall procure at his own expense Workmen's Compensation, Comprehensive General

Liability, Automobile Liability and other Insurance with coverages and limits as defined in the

Specifications. Certificates of Insurance with the above coverage must be submitted before starting work

on the project. Thirty day notice is required before cancellation.

Attention is called to the provisions for equal opportunity and payment of not less than the minimum salaries

and wages as set forth in the specifications.

The HACD reserves the right to reject any or all bids or to waive any informality in the bidding. All bid

forms must be fully completed when submitted.

No bid shall be withdrawn for a period of ninety (90) days subsequent to the openings of bids without the

consent of the HACD.

The successful Bidder will be provided with three (3) sets of the Contract Documents. Any additional sets

will be made available at additional cost.

In the event of an identical dollar amount for the total of the Base Bid, the lower bidder will be determined

by the HACD as the bidder with the earliest recorded date and time as received by the HACD.

This project is federally assisted. Therefore, bidders must comply with the following requirements: Housing

and Urban Development Act of 1968; Equal Opportunity provisions of Executive Order 11246; Non-

Discrimination provision of Title VI of the Civil Rights Act of 1964; Labor Standards provisions of the

Davis-Bacon Act and related acts and Contract Work Hours Standards Act; prevailing wage determinations

as issued by the United States Department of Labor; and all applicable provisions under Title I of the

Housing and Community Development Act of 1974.
